We are currently seeking an experienced professional to join our team in the role of Channels and Messaging China Engineering Lead

Business: Wealth & Personal Banking IT

Principal responsibilities 
Reporting into the Channel CTO and Head of Technology for Channels and Messaging the Channels and Messaging Engineering Lead have the responsibility for Engineering practices and Leadership the key platforms and engineering teams in China across Channels and Messaging.  The role will also provide the in country on the ground leadership support across the China Technology Centre’s, helping to drive all Channels and Messaging activities in China on behalf of the CTO and extended leadership team.  The position will work in partnership with the SVS leads to drive the delivery of Technology solutions to include Engineering best practices for all SVSs, ensuring a best in industry end to end experience for our customer and staff propositions. 

The role will also be responsible for helping to develop an Engineering and Technology strategy and roadmap for Channels and Messaging. Taking in to account key technology wide priorities e.g., maintaining and developing WPB Technology-wide micro-services hosting platform, service resiliency and management, cloud-based technology solutions and the removal of legacy systems); sponsoring and driving the continued adoption and maturation of DevOps and agile principles; and ensuring the platforms are well maintained, stable and secure. 

Impact on the Business 
• Provide leadership and accountability across a engineering teams in China embedded in a variety of agile teams.
• Establish and develop strong technical leadership and relationships with architecture and platform functions to influence and agree approaches to tooling and other design principles.
• Working with SVS Leads and WPB Technology leadership, providing technical leadership in driving transformational change and innovation across the Engineering landscape. 
• Represent Channels and Messaging across the broader WPB and Technology community in relation to Engineering development, delivery and standards. 
• Help to to Define, develop and practically implement state-of-the-art strategies to solving complex and ambiguous problems using modern set of technology platforms across multiple countries. 
• Build a great engineering team that delivers excellent results to difficult problems across multiple functions and geographies. 
• Design, develop and implement state-of-the-art approaches to solving complex and ambiguous problems using modern set of technology platforms, delivery disciplines and devops mindset.
• Global implementation and coordination of WPB digital initiatives, working with global and regional and business / service lines leads / Technology functions leads to provide optimised global services adjusted to address regional demand.

Stakeholders – Internal and External 
• Improve technology delivery i.e., leading adoption and new capabilities whilst managing the risk of failure.
• Manage an effective relationship with partners and third-party vendors to ensure successful delivery and efficient cost management.
• Creates and manages strong and trusted working relationship outside of WPB through strong relationships within the broader HSBC group.
• Representation in all technology and business executive forums as required
• Lead the roll out of new ways of operating and the skills development across the Engineering capability

Leadership & Teamwork 
• Optimise resources to create an integrated team leveraging the capabilities of staff in both central and regional teams and in partnership with other regions
• Manage the efforts of China teams including all aspects design, development, acquisition, testing, conversion and production support and globally where the services are run out of China.
• Work in partnership with the relevant SVS leads and other technology leaders and ensure the global teams get the appropriate high quality engineering output and service quality from the China teams.
• Institute global platforms, promote technology sharing and leverage operating environments to achieve greater cost efficiency.
• Manage joint ventures on behalf of HSBC, where opportunities exist, that act as profit centers and achieve internal functional requirements.
• Lead and develop an effective team through communication, performance management, development plans and reward/recognition practices.
• Cultivate an environment that supports diversity and reflects the HSBC brand.
• Able to manage multiple applications to tight budget and time frames.

Operational Effectiveness & Control
• Ensure technology goals are identified, communicated, documented, agreed and delivered in the most cost-effective manner possible through to the completion of the successful pilot deployment.
• Identifying key risks, issues and interdependencies and provide appropriate mitigation strategies. 
• Supporting audit / independent programme assessments as required
• Ensure HSBC is not put at any operational or reputational risk. 

Major Challenges (The challenges inherent in the role that require a continual test of the role holder’s abilities)
The following are an overview of the major challenges for the jobholder:
• To manage effectively in a matrix organization across diverse stakeholders and geographies
• To deliver a set of globally integrated technology services supporting a diverse set of business and functional needs
• ‘Joining up’  teams across WPB’s language, cultural, systems and legislative boundaries. 
• To deal with a range of complex issues with conflicting and changing priorities 
• To achieve the above whilst effectively ensuring that risk is well managed. 
• To respond to constantly increasing regulatory demands within existing capability and capacity constraints
• To stay abreast of external developments in global regulation, market trends and competitor activity
• To capture, leverage and promote best practice methodologies and tools across WPB, based on lessons learned across WPB teams globally and on standards established by Global IT horizontals (e.g., Design and Application Development & Maintenance, IT Security, IT Risk, IT COO)
• Addressing significant legacy platforms and ensuring skills are maintained, operational quality is improved whilst helping to accelerate their demise.

Role Context (The environment and operating conditions of the role including the extent of guidance and authority)
• Coordinate with Value Stream and Sub Value Stream Tech Leads to provide insight on pre-existing solutions.
• Promote re-use of readily built platform solutions and global components.
• Manage end to end Engineering delivery of underlying technology capabilities for WPB Technology
• Responsible for between 200-300 FTE within WPB Technology 
• Primary reporting relationship is to the Channels CTO and Head of Technology for Channels and Messaging 
• Responsible for everyday performance management for all functional reports globally
• Direct and indirect team responsibility of reports in multiple locations
• Work distributed broadly across Group locations to optimise staff capabilities and offshore cost opportunities.

Management of Risk (Operational Risk / FIM requirements)

This will be achieved by ensuring all actions take account of the likelihood of operational risk occurring. 
Also, by addressing any areas of concern in conjunction with line management and/or the appropriate department.

Observation of Internal Controls (Compliance Policy / FIM requirements)
The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Head of Compliance, Global Compliance Officer, Area Compliance Officer or Local Compliance Officer. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply. 
This will be achieved by adhering to all relevant processes/procedures and by liaising with the Compliance department about new business initiatives at the earliest opportunity. Also, and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

Requirements

• Outstanding Technology leader who is passionate about driving the business agenda
• Ability to understanding the relationship between application design, data and infrastructure, as well as build and operate
• Experience of agile at scale methods, using Scaled Agile and DevSecOps tools and processes
• Demonstrable success in understanding and delivering towards customer needs in large, complex organizations.
• Commercially aware and understands platforms, services and underlying processes to fulfill these needs.
• Ability to lead and influence across a broad range of the Technology organization.
• Managing operational functions, directing process re-engineering and efficiency exercises
• Strong ability to balance risks vs. rewards and maximizing the cost effectiveness and profitability for the business.
• Respectful of different cultures, working with colleagues from across all 5 regions (North America, LATAM, Middle East, Asia Pacific and Europe
• Experience in and working understanding of Self Service Platforms (both in I-Series, X86), Tablet and Staff Channel services. Understanding of Contact center and conversational banking technologies.
• Experience of Messaging such as SMS, Email and in-app Push Notification technology
• Experience of AWS/Cloud Services 
• Experience of managing programmes or projects or a variety of delivery 
• Ability to lead and influence teams.
• Strong understanding of operational effectiveness 
• Managing operational functions, directing process reengineering and efficiency exercises
