ENGIE are recruiting for a Public Right Of Way Inspector to be based in New Oxford House, Grimsby, DN31 1HB. This is a permanent part-time role working 22.5 hours a week over three days on a shift pattern.  On offer is a salary banding of £11,000-£12,000, dependent upon skills and experience.

The individual will be part of a team that has responsibility, with ENGIE, Under delegated powers, to undertake effective and systematic regimes of inspection, assessment and maintenance of the highway network to ensure the local authority discharges its statutory duty under the Highways Act 1980. The post holder is responsible, on a daily basis, for inspecting, assessing and prioritising reactive maintenance works on the Public Rights of Way to ensure the safety of users.

Undertake site inspections of Definitive Rights of Way. Inspect and record condition of signs and way markers and arrange repair/replace and order works as necessary to maintain the highway network in a safe condition

Identify and plan programmes of works to keep the PROW network in good and safe condition and undertake daily visits to the PROW network, mainly in the open countryside and involving the negotiation of gates, bridges and stiles in all weathers

Receiving, investigating and resolving complaints, liaising and negotiating with landowners, the public and partnership organisations

· 
Investigating issues relating to the application for a public path order then monitor the implementation of public path orders to ensure that they are implemented in accordance with approved plan

Drafting and serving notices under the Highways Act 1980 and other relevant legislation

· 
To establish and maintain effective working relationships with all stakeholders including client officers, elected members, the general public, land owners, parish councils, neighbouring authorities, emergency services and any other interested parties on matters relating to public rights of way

· 
Undertake enforcement of relevant legislation to ensure the safety of the Public Right of Way network.

· 
Advising service users including complainants, Councillors, developers and other interested parties both verbally and in writing

· 
Receive, investigate and resolve applications regarding Public Space Protection Orders, which may involve liaising and negotiating with landowners, the public and partnership organisations

· 
Prepare evidence papers in respect of public path orders and appear as a witness for the Council in respect of appeals, court proceedings and public inquiries

· 
Provide necessary cover within the Rights of Way team to ensure the effective delivery of the service

· 
Interview witnesses regarding Definitive Map Modification Orders and write up statements regarding use of a certain path

· 
Contribute to the development and implementation of new technology and systems of working that continue to ensure the effective delivery of this service

· 
Maintaining and updating files and inspections using computerised administration systems and tablet computers

· 
It will be essential to conform to legislation, policy, codes of practice, procedures and standards to ensure a robust and consistent approach to Public Rights of Way maintenance

· 
Make recommendations to the line manager / service managers in respect of how to proceed with enforcement investigations

· 
Accurately collate evidence and research site issues with a view to possible court proceedings / public inquiries

· 
Contribute to the development of policy, procedures, safe methods of working and risk assessments

· 
You will need to the ability to walk long distances over potentially rough terrain

Qualifications or Required Experience: 

Essential:

·  Knowledge of Public Rights of Way 
·  Ability to work methodically and systematically and maintain robust and accurate records, working to tight deadlines
·  Good oral and written communication skills 
·  Ability to read and interpret Ordnance Survey maps
·  Ability to communicate courteously and effectively with a range of people 
·  Be self-motivated and be able to work unsupervised
·  Have a good level of fitness 
·  Full Driving Licence  

Desirable:

·  Experience in Public Rights of Way Inspection 
·  Experience of using specialist IT software systems
·  Knowledge of the Highways Act 1980 and associated legislation 
·  Ability to understand maps, plans and technical information 
·  Member of the Institute of Public Rights of Way Officers (IPROW)
