Position Description
CGI Federal is seeking a Management Analyst III to support DHS in Washington DC.

Your future duties and responsibilities
The Management Analyst III position within the U.S. Immigration and Customs Enforcement (ICE) Mail Management Program Office (MMPO) will perform the following tasks:

Participates in special studies with team members to aid managers as well as assists in developing and evaluating policies in assigned program areas. Works with the Senior Management Analyst and management to gather reporting requirements, translate requirements into high quality automated reports, dashboards, and analyses using various technologies, including advanced Excel, MS Access, MS PowerPoint, MS Project, MS Visio, SharePoint and/or other analytical tools;

Provides services in support of ICE Official Mail Accounting System (OMAS) processes/transactions. (OMAS is the system by which ICE pays the U.S. Postal Service [USPS] for postage related expenditures.) Technical support for this requirement includes reviewing OMAS data for tracking purposes, providing recommendations for program effectiveness, maintaining spreadsheets of OMAS data, and drafting OMAS related reports. (One OMAS report is the monthly USPS OMAS report.) The Management Analyst III shall become familiar with the OMAS system within 30 days of starting work at ICE;

Provides support for mail management reports, metrics, and scorecards. The Management Analyst III shall apply best in-kind techniques/practices and work within the DHS/ICE organizational and business structures;

Assists the Senior Management Analyst in providing administrative/management services in support of current initiatives to include postal inspections/compliance activity to improve the ICE Mail Management Program work effort, and provides services in support of DHS Mail Management Program mandates and to assist in meeting DHS requirements;

Provides services to support the collection of mail performance measures, mail volume data, and expenditure data for all ICE mail operations (approximately 400 locations). The Management Analyst III shall provide services to support the maintenance of location data, and compliance efforts;

Collects and maintains data from monthly Express Service provider reports on mail/shipping volumes, performance and costs (including fees); identifies problems/concerns and monitors ICE program office inquiries; develops extensive profiles of ICE incoming/outgoing mail/shipments, and recommends process changes to the Senior Management Analyst and ICE Mail Manager, as well as effectively communicates as necessary to program offices, and personnel; profiles ICE mail stops and monitors the number and effectiveness of them, and makes recommendations to open/close mail stops;

Assists the Senior Management Analyst in designing and interpreting data for analytical deliverables (e.g., statistical analyses, reports, dashboards, etc.) using advanced Excel, MS Access, MS PowerPoint, MS Project, MS Visio, SharePoint and/or other analytical tools to identify patterns and correlations among various data points;

Assists the Senior Management Analyst in querying relevant data from databases, manipulate large structured and unstructured data sets to build insightful solutions to complex problems, and present the results in visually engaging and intuitive reports and dashboards that can be easily understood, and actionable;

Assists the Senior Management Analyst in the development of ICE Mail Management Instructions and manuals reflecting current GSA/DHS policy and standards for the ICE Mail Manager to review. Additionally, regularly reviews and updates, as necessary, these Instructions and manuals;

Documents business and technical reporting methodology, best practices and related rules for generating reports to ensure results are accurate. Utilizes knowledge of administrative regulations and operating procedures, and possesses skill applying fact-finding techniques to gather clear-cut factual evidence of administrative waste and abuse, or compliance with regulations;

Administrative and interpersonal skills are required to organize and coordinate systematic, professional efforts to meet difficult planning needs and unanticipated requirements, and provide written and/or oral reports with conclusions, alternatives, and/or recommendations on policies, projects, or studies;

Works with limited guidance, manages conflicting priorities, plans, organizes and works as a team and/or task force across organizational lines, including the ability to monitor progress to ensure that realistic objectives and milestones are achieved, to accept assigned responsibilities, and get mission requirements accomplished in a timely manner;

Effectively communicates, both orally and in writing, and an ability to grasp conceptual ideas and exercise original thought where there is an established time limit for deliberation, consultation and evaluation, and to present well-considered and sound recommendations/suggestions; and

Assists the Senior Management Analyst and/or the ICE Mail Manager, as necessary.

Additionally, the Management Analyst III position is responsible for serving as a back-up to the Management Analyst II and will perform the following tasks, when necessary:

Reviews the ICE Mail Management group mailbox and responds in a timely manner, as necessary, to all daily Stamps.com account requests from ICE field locations. Specifically, answers all types of account requests (i.e. postage funding requests, adding a user requests, deleting a user requests and resetting a user’s password requests).

Required qualifications to be successful in this role
• Must be able to work from 8:30 a.m. to 5:00 p.m., Monday through Friday.

• Must be able to obtain an ICE Suitability Clearance before entering on duty to perform work at ICE locations.

• Must be able to communicate effectively orally and in writing using the English language and ability to read, interpret, and apply Federal policy, directives, and regulations.

• Must have excellent knowledge of basic fact-gathering, and research methodology.

• Must have excellent written and interpersonal communications skills, and the ability to work independently and as a team member.

• Experience with various software is essential, i.e., Windows, Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), SharePoint, MS Project, and Visio.

• Prepare draft point papers, white papers, transition plans, action plans, briefings, and PowerPoint presentation.

• May be required to drive a government vehicle and is required to have a valid driver’s license.

• May be required to periodically travel to ICE nationwide field offices in performance of duties.

• Minimum educational requirement is a bachelor’s degree

• Must be able to pass the CGI Federal background investigation
