Functional Budget Analyst

Position Description
Candidate will join a team of analysts that provide functional support for Migration and Implementation activities for a Federal Budgeting system at a large federal agency. Activities include as-is business model analysis, requirements gathering, to-be process definition design, configuration, testing, training, and user support. The candidate should have a basic understanding of federal budgeting and ERP systems. The candidate should be able to work independently and not be afraid to ask for assistance when needed; be self-directed, eager to learn, and eager to pitch in wherever needed; able to juggle multiple tasks at the same time, prioritizing as needed based on project priorities. They will be expected to pay close attention to details and take ownership of the tasks assigned to them. As the candidate becomes more familiar with the customer, their business processes, and the system, they will be expected to take ownership of one or more functional areas of the system, lead initiatives to assist the customer with business process changes, and provide recommendations and guidance.

Your future duties and responsibilities
The individual will be involved in a variety of functional and business process tasks to meet the client objectives. This may include:
• Analyzing current budgeting processes and system functionality to determine the best methods for meeting migration objectives
• Creating documentation, written policies, and standard operating procedures for distribution to all individuals involved in the migration process
• Participating in configuration sessions and to-be process definition meetings with business owners
• Testing system functionality and troubleshooting system errors
• Providing desk side support to users as they complete work in Momentum Performance Budgeting
• Participating in meetings of system stakeholders to solicit and consolidate feedback on the system and business processes in use
• Additional tasks as necessary to meet customer objectives

Required qualifications to be successful in this role
Candidates must be US citizens and have the ability to receive a security clearance.

• Basic understanding with the organizations, roles, and systems involved in the federal budgeting process
• Experience in implementation and support of a federal ERP and budgeting systems (Momentum strongly preferred)
• Strong writing skills and prior experience developing agendas, minutes, and presentation materials
• Proficient in testing and documentation of Budget System functionality
• Strong analytic thinking skills
•Strong communication skills - written (preparing meeting materials, documenting meeting results, preparing draft deliverables, etc.) and verbal (facilitating working session discussions, presenting training materials, etc.)
•Eager to learn new functional domains and master the federal ERP and budgeting systems (Momentum)
•Proactive attitude to take ownership of assigned tasks and work closely with functional lead for assistance where needed
Desired:
• Knowledge of SQL
• Knowledge of Momentum Performance Budgeting
