We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC in Qatar for:

Lead Cost Engineer

This is an opportunity to Review and monitor the EPC Contractor's performance in the areas of cost estimating, cost forecasting, controls and changes in the work using established Qatargas cost engineering practices. Prepare project budgets, monitors, reports and performs cost variance analysis identifying causes of over and or under runs to the approved control budget and incorporate identified corrective actions into the monthly cost forecasts. Provide input as necessary to ensure Company's defined cost objectives are achieved thru project completion, start-up and project closeout.

Key Job Accountabilities

Duties include, but are not limited to:
• Provides overall project cost expertise to the NFE Onshore Project
o Reviews EPC Contractor's project control procedures (home office and field control procedures) to ensure that Company's requirements are met.
o Provides cost, and timely change management expertise to Project Team. Maintains strict compliance with Project Management of Change process and ensures maintenance of overall cost within the project controls team
o Advises the EPC Contractor's organization with respect to adequacy of project controls tools, reports and schedules.
• Reviews project changes to evaluate detail cost impact; responsible for quantifying and incorporating the effect and impact of approved changes in the cost report for stewardship purposes.
• Review the contractor's procedures for estimating, invoicing asset register build ups and code of accounts, project controls and make revisions as necessary to meet Company's requirements as stated in the EPC contract.
• Advises Project Controls Head and NFE Project Leadership Team of any potential cost issues when necessary, provides guidance on, corrective action and measures to mitigate any adverse trends. Assists Project Controls Head in developing and reviewing cost corrective actions and recovery plans, and verifies needed actions/plans are implemented.
• Supports PMT with ongoing project cost, reporting and forecasting activities:
o Develops and maintains project cost monthly reports ensuring that these products reflect the approved project design/execution scope.
o Analyzes cost trends, develop and review cost forecasts.
o Responds to ad hoc requests from PMT related to Scheduling and Reporting, including development of progress metrics, and/or key performance indicators.
o Assists PMT in meetingQGMS expectations as required.
• Participates in gathering and recording Lessons Learned for the project that relate to cost area.






•Bachelors of Science in Engineering, Engineering Technology, Construction Management (or equivalent), or relevant experience
• Twenty (20) years experience in project cost control for EPC oil and gas capital projects.
•At least Ten (10) years field scheduling experience.
• Thorough and extensive knowledge of:
- Project controls principles, theories, and concepts.
- Qatargas and ExxonMobil practices, processes, and expectations with respect to project controls

• Good written and oral communication skills and good interpersonal skills, ability to work with others.
• Proficient in the use of PRIMAVERA (P6) / MS PROJECT planning software, Excel and Power Point.
• Good Computer skills.
• Willing to work overseas in a team environment
• Willing to relocate to required project site
