We currently have an opportunity within SPIE Oil & Gas Services Middle East LLC Qatar for:
Head Project Engineering:
This position is Responsible for the day-to-day project duties for all projects assigned to him including third party non-QP projects.
Your main duties will be:
• Responsible for the day-to-day project duties for all projects assigned to him including third party non-QP projects (if assigned).
• Participates in continuous design review process and provides inputs to project related engineering standards, procedures and guidelines.
• Develops most effective tendering/contracting strategy, project execution strategies for all assigned projects. Administers contracts effectively, from contract award to handover and close out of the project.
• Coordinates with operations to incorporate requirements and philosophies into the project deliverables. Manages operational readiness and assurance process including commissioning and start-up.
• Supports management of change (MOC) process, implements lessons learnt & participate in audits and reviews, understands and follows project schedule, co-ordinates with project controls and contracts for timely delivery of project within budget constraints.
• Responsible for resolving complex technical and contractual problems and disputes in consultation with relevant QP Departments.
• Acts as QP Representative's nominated deputy, sign and send formal correspondences to contractors on all technical matters of contracts.
• Regularly reviews project progress with proactive insight to anticipate any potential problems and propose corrective measures.
• Supports risk management for all assigned projects, acts proactively to identify risks through all phases of projects, propose and follow-up implementation of mitigating actions.
• Ensures implementation of effective project QHSE Management Systems for all projects assigned. Provides Leadership in HSE Management.
• Demonstrates Empowering and Inspirational Leadership, Ethics, Compliance and Professionalism
• Uses effective communication and team building skills including report writing, presentations and management of meetings.
• Assists Qatari Engineers with their assigned development program and supervise their progress.


Candidates Profile:
• Bachelor's Degree in mechanical engineering discipline from a recognized University; post graduate qualification would be advantageous.
• Membership in a recognized professional engineering and/or project management association/institution would be an advantage
• A minimum of fifteen (15) years relevant experience in engineering, project management and execution of oil & gas projects.
• Experience managing projects as the client/owner, preferably with an IOC.
• Experience in pipeline and tankages projects.
• Experience in brownfield projects
• Experience with managing projects requiring strict government regulatory approvals and demonstrated record of accomplishment of compliance.
• Can demonstrate a “skilled” practitioner level in the following proficiencies: Manage Project Initiation Activities, Manage Feasibility Studies, Manage Concept Optimisation Activities, Manage Engineering Definition Activities, Coordinate Operational Requirements and philosophies into the Project, Manage Construction Activities, Manage Operational Readiness and Assurance Process including Commissioning and Start-up, Handover and Close Out the project, Set up and Manage Project Teams, Develop Project Execution Strategies and Plans, support Management of Change (MOC), Manage and Communicate Project Performance, Implement Lessons learnt & Participate in Audits and Reviews, Understand and Manage project as per approved Schedule and Resource the Plan, support development of WBS with Planning Department, Manage Project within Cost and Budget, provide inputs for developing WBS / CBS with Cost Department, Support and Manage Cost Estimate Development and communication, Manage Contracts including Changes and Variations, Understand and Manage GCOC's, Provide Leadership in HSE Management.
• Can demonstrate a ”mastery” practitioner level in the following proficiencies: Manage Project Interfaces, Identify and Manage Project Risks, Manage Contractor Claims and Resolution, Demonstrate Empowering and Inspirational Leadership, Demonstrate Ethics, Compliance and Professionalism
• Effective communication and team building skills including report writing, presentations and management of meetings.
