Job description



We are looking for a Regional Tender Manager for País Vasco and surroundings

Overview

Reporting to the Commercial Lead Spain, the Regional Access Manager (RTM) will be the person who design, manage and monitor all regional activities regarding public health to ensure new products access to public calendars, develop tender shaping to maximize brands objectives for current portfolio and  maximize current contracts consumption and price, developing public affairs functions at regional level while managing purchase model optimization and digitalize every activity to put in place at regional level in coordination with medical and support functions with all public health relevant stakeholders.

Key responsibilities

Leading regional contact at public health level: reference person in the region at public health level using strong relationship while combining different stakeholders profiles (technicians, vaccines, politicians, economical… ) which requires deep knowledge of vaccines to:

Facilitate access for new vaccines at public health level

Shape tenders through optimal purchase model and brand differentiation in current portfolio

Maximize current contracts with our brands in volume and price

Facilitate access for new products:

·  Product access before procurement (New vaccine in current programs, new antigen in a program, New vaccination programs)
·  prepare environment for upcoming budget impact and Price acceptability 
·  Define Volume estimation- needs
·  Ensure knowledge of Technical product info / SmPc in F2F meetings, scientific activities, data information ...
·  Work with technicians and PHD for a % weight technical criteria maximizing sp brands differentiation
·  Ensure customer needs valued in collaborations included in tenders
·  Manage regional SSCC with product info and option to present latest data in regional congresses and meetings
·  Coordinate specific product session with the most relevant in each region to maximize opportunities for our products
·  Identify regional decision-making process with relevant stakeholders to make it possible

Shape tenders through purchase model and brand differentiation in current portfolio

·  Manage price weight vs technical criteria to maximize opportunities for our products at regional level with public health
·  Effectively work for obtain services valued to be included in tender criteria
·  Ensure internal tender regional team to prepare documentation with customer needs for the best bid proposal

Beyond procurement

·  Review tender criteria obtained to maximize actions and messages for next tenders
·  Customer needs follow up
·  Manage Incidences during the contract as the relevant contact person while coordinate actions at internal level to ensure customer voice and resolution
·  Work with Com ops to obtain the Year end closing figures

Purchase model sustainability

·  Optimize regional purchase model
·  New contracting law educational program at regional level
·  Implementation key relevant items: Increase duration, balance number criteria, include services. collaborations
·  Reduce price relative weight

Non specific product activities- company image, adult vaccination calendar, Portfolio management agreement. Enlarge VCR

·  Stakeholders  Engagement activities design, implement and monitor/track
·  Monitor key stakeholders evolution in relevant objectives by managing specific KPIs on monthly/quarterly/yearly basis
·  External partners coordination in frames of planning and execution of regional actions included in regional access plans
·  Regional public affairs approach for vaccines and prevention

Driving Transversal responsabilities

·  On top of the GBU focus, candidate will lead, manage and coordinate in an autonomous way, Transversal (cross GBU) Digital strategic projects
·  Candidate will take part of the Digital CORE team in order to have global vision, best/worst practice sharing, and constantly looking for synergies among GBUs

Cross Functional cooperation and team management

·  Fully integrated in the GBU daily strategies, objectives and meetings
·  Working closely with Medical at regional level (MSL) , Com ops mgr, tender management, Marketing, communication and other transversal teams such as ITS, Market Research, Training, Medical, Public Affairs, Value & Access, Legal/DPO (GDPR) and other stakeholders
·  Cooperation with other regional functions at sanofi level from other GBUs or transversal functions

Team Management

·  Working closely with the rest of the RTM team and MSLs plus support functions at supply chain level plus marketing in external activities
·  Maximize coordination as a must in daily work

Stakeholders profile

·  Public Health Directors- Public health commission members
·  Public health technicians- NITAG members
·  Public health contracting bodies
·  Regional vaccination ad boards members
·  Head preventive, epidemiologic services in key hospitals
·  Responsible of regional SSCC: pharmacist, nurses, paeds, GPs, etc
·  Other regional responsible: economical bodies, logistics, etc

·  Good understanding local law  and decision making process at national and regional level (interactions )
·  High level conversation: Technical and communication skills
·  Scientific speech to manage both technical and politicians messages among disease awareness, data publication and products profiles
