The Principal Health Economist, Health Policy and Systems Research (HPSR) is a member of US Medical Affairs Evidence for Access (E4A). He/she works with cross-functional teams to generate scientific evidence to demonstrate the value of Genentech and to optimize the health system performance through health services research. He/she executes research tactics leveraging E4A's internal analytics team (Technical Institute) or through partnerships with external vendors or collaborators.

Key responsibilities include:

·  Develop and maintain an in-depth understanding of US health care systems, policies, and the payer environment. Assess external landscape and work with internal stakeholders to identify evidence gaps in response to current or proposed policy.
·  Collaborate with health care systems on non-drug research activities that aim to improve population health, to enhance patient satisfaction, and to lower health cost.
·  Design and execute primary and secondary observational studies and economic models with support from E4A Technical Institute or external collaborators. Disseminate research findings and outputs to internal and external stakeholders through communication and/or publication.
·  Establish strategic partnerships and research collaborations with key external experts, healthcare policy makers, payers, hospital systems, and various academic and community settings as appropriate based on research strategies and priorities.
·  Work independently with minimal guidance, with direction and mentoring from manager and other peers to clarify directions and expand knowledge and skills.
·  Manage research budgets, timelines, and deliverables as planned. Prioritize resource and support based on the business impact of deliverables.
·  As a subject matter expert, play a lead role representing E4A in internal cross-functional strategic planning, work product teams, and/or communities of practice.
·  Serve as E4A point of contact for external professional organizations, special interest groups, and/or cross company research initiatives. Share best practices and provide recommendations for action to Genentech.
·  Support the Head of E4A HPSR on operational excellence. Assist with recruitment, ongoing coaching/mentoring, and training of junior staff.
·  Participate in all required Genentech and E4A training and development programs. Comply with all internal policies and external regulations.

Requirements:

·  Master's Degree (health policy and management, economics, epidemiology, public policy, or health services research); Doctoral Degree in above or other related disciplines is preferred.
·  A minimum of eight years (ten years for master's degree) of prior work experience in academic/research institute, consulting, managed care, government, and/or pharmaceutical industry.
·  In-depth knowledge of U.S. healthcare landscape, health services research, decision analytical modeling, payer and formulary processes/practices.
·  Ability to develop HPSR strategies for evidence generation.
·  Strong working knowledge of the technical and methodological aspects of observational study design and implementation. Capable of executing study projects independently.
·  Excellent written and oral communication skills. Prior research published in peer-reviewed journal.
·  Strong project management abilities (contracting, budgeting, vendor management, timeline management).
·  Ability to manage multiple projects involving complex processes, competing deadlines and rapidly shifting priorities.
·  Excellent interpersonal skills with ability to understand and respond to multiple internal and external customers.
·  Ability to lead within a matrix organization where managing through influence and without authority is required.
·  Ability to learn and embrace new technologies, applications and solutions.
·  Ability to mentor interns, fellows, and/or junior staff.
·  Strong leadership skills and experience leading teams with/without authority.
·  Business travel, by air or car, as required for internal and external meetings.
