Area of Expertise

The technical expert will have hands-on experiences in preparation and management of urban planning and urban design documents such as regulation plans, urban projects, resettlement plans, land readjustment projects etc. The expert will possess necessary knowledge of relevant laws and regulations covering urban planning in Serbia as well as knowledge of work in appropriate programs and software for urban planning. Documentation that will be developed will have purpose of improvement of living conditions in Roma settlements in Serbia.

Duties and responsibilities

· To work closely with key experts of the TA (Technical Assistance) project team, other technical experts and TA project beneficiaries and stakeholders;

· To provide support to LSGs to initiate the process for development of appropriate urban plans and /or resettlement plans through preparing and adopting the decisions for the LSG assembly and following administrative procedures for their adoption;

· To develop appropriate urban plans / urban design projects / cadastre subdivision projects / resettlement plans which are consistent with the project goals;

· To maintain communication with institutions dealing with issuance of documents required for development of urban plans, such as technical conditions for planning and design, land surveys, etc.;

· To coordinate all stakeholders involved in development of plans, including concepts, surveys, technical infrastructure solutions, etc.;
To organise coordination meeting with relevant stakeholders, including settlements' residents

· To follow all relevant laws and regulations covering urban planning in Serbia, and implement activities in line with the professional practice, and best interests of project beneficiaries;

· To continuously comply with project briefs and project timeline;

· To display high level of ethical and professional values.

Expected results

· Up-to 30 urban planning documents/resettlement plans/urban design projects/land readjustment plans required for improvement of living conditions in Roma settlements in Serbia

Qualification & Skills

· University degree in a relevant field of Architecture / Urban planning, where at least 4 years of studies have been completed;

· Possesses the required license for urban planning (license 200) issued by the Serbian Chamber of Engineers, according to the Law on planning and construction;

· Working in GIS environment will be considered an asset;

· Fluency in Serbian and working knowledge of English language are must.

General Professional Experience

· Minimum 3, preferably 5 years of postgraduate experience in development of urban planning documentation in Serbia (such as regulatory plans, urban projects, resettlement plans, land readjustment projects and plans, etc.)

Specific Professional Experience

· Minimum 1, preferably 3 years in experience in urban planning procedures and technical and urban management in public sector, in direct cooperation with national and local stakeholders;

· Preparation of LSGs pogram for land development and for the construction land leasing;

· Preparation and monitoring of public procurement procedures in land development will be considered as asset;

· Participation in formulating urban development strategies and investment oportunities will be considered as asset;
Experience in preparation of LSG land development programs including communal infrastructure will be considered as asset.

Civil servants and other staff currently employed by public administrations of the beneficiary country are not eligible to apply as experts. Experts must be independent and free from conflicts of interest regarding the responsibilities defined by the Terms of Reference.
