Area of Expertise

The technical expert will have hands-on experience in development of road infrastructure project documentation in Serbia. Required area of expertise includes development of complete technical documentation required for construction and issuance of construction permit. The expert will possess knowledge of relevant laws and regulations for road infrastructure sector in Serbia as well as knowledge of working in appropriate computer programs. Technical documentation that will be developed will have purpose of improvement of living conditions in Roma settlements in Serbia.

Duties and responsibilities

• To work closely with key experts of the TA (Technical Assistance) project team, other technical experts and TA project beneficiaries and stakeholders;

• To maintain communication with institutions dealing with issuance of documents required for development of project technical documentation such as: information on location, cadastre listing, conditions of the location, etc.;

• To develop detailed designs which are consistent with the design concepts;

• To resolve detailed designs sufficiently well enough as to obtain agreement and authorization to proceed to documentation for its translation into built form;

• To follow all relevant laws and regulations covering housing in Serbia as well as laws and regulations covering design technical documentation;

• To continuously comply with project briefs and project timeline;

• To implement activities in line with the professional practice, existing laws in Republic of Serbia and best interests of project beneficiaries;

• To display high level of ethical and professional values.

Expected results

• Up-to 30 sets of technical documentation required for construction according to Law on Construction in Serbia (phases of all types of roads and urban roads (earthworks - embankment, cuts, levelling terrain, retaining walls and failures and drainage, retaining walls and failures, protection of basic dams, landscaping of terrains and free surfaces)

Qualification & Skills

• University degree in a relevant field of Civil Engineering designer of roads and urban roads, earthworks (embankment), where at least 4 years of studies have been completed

• Possesses the required license for design (license 315) issued by the Serbian Chamber of Engineers, according to the Law on planning and construction

• Possession of additional required licenses and skills (road construction, earthworks and road design programs working knowledge) will be considered an asset

• Fluency in Serbian and working knowledge of English language are must

General Professional Experience

• Minimum 3, preferably 5 years of postgraduate experience in development of project documentation for road infrastructure in Serbia

Specific Professional Experience

• Minimum 1, preferably 3 years of postgraduate experience in technical management of road construction and project preparation

• Minimum 2 design projects with international projects or financing institutions (for example EU/IFI) will be considered as asset

• Participation in at least one similar project aiming at improvement of living conditions of vulnerable groups

• Experience in preparation of communal infrastructure projects and lot subdivision projects will be considered an asset

Civil servants and other staff currently employed by public administrations of the beneficiary country are not eligible to apply as experts. Experts must be independent and free from conflicts of interest regarding the responsibilities defined by the Terms of Reference
