Area of Expertise

The technical expert will have hands-on experience in planning and development of traffic and transportation solutions, road construction and signalization documentation in Serbia. Required area of expertise include development of complete strategic and technical solutions for development of planning documents and technical documentation for construction and issuance of construction permit. The expert will possess knowledge of relevant laws and regulations for transportation sector in Serbia as well as knowledge of working in appropriate computer programs. Technical documentation that will be developed will have purpose of improvement of living conditions in Roma settlements in Serbia.

Duties and responsibilities

· To work closely with key experts of the TA (Technical Assistance) project team, other technical experts and TA project beneficiaries and stakeholders;

· To develop or contribute to efficient development of appropriate urban plans / urban design projects /land readjustment projects/resettlement plans;

· To organise coordination meeting with relevant stakeholders, including settlements' residents

· To maintain communication with institutions dealing with issuance of documents required for development of project technical documentation;

· To coordinate of all stakeholders who take part in drawing up surveys, plans and projects,

· Expert coordination when drawing up the urban and financial analysis as a component of urban plans.

· To formulate designs in response to project briefs, sufficient well as to obtain approval of senior experts of the project team and project beneficiaries;

· To develop detailed designs which are consistent with the design concepts;

· To follow all relevant laws and regulations covering transportation in Serbia as well as laws and regulations covering design technical documentation;

· To continuously comply with project briefs and project timeline;

· To display high level of ethical and professional values.

Expected results

· Up-to 30 urban planning documents/resettlement plans required for improvement of living conditions in Roma settlements in Serbia

· Up-to 30 sets of technical documentation required for construction according to Law on Construction in Serbia - traffic and transportation solutions, road construction and signalization documentation

Qualification & Skills

· University degree in a relevant field of Traffic and Transportation Engineering where at least 4 years of studies have been completed

· Possesses the required license for urban and transportation planning (license 202) and road signalization (370) issued by the Serbian Chamber of Engineers, according to the Law on planning and construction.

· Possession of additional licences and skills in development of 2D technical drawings and traffic planning (AutoCAD, Transoft AutoTURN, ParkCAD, PTV Vision) will be considered an asset

· Fluency in Serbian and working knowledge of English language are must.

General Professional Experience

· Minimum 3, preferably 5 years of postgraduate experience in transportation planning and design in Serbia

Specific Professional Experience

· Minimum 1, preferably 3 years of experience in urban planning and design (transportation and signalization)

· Experience in preparation of technical documentation for road signalization in Serbia

· Minimum 1 project of road signalization with international projects or financing institutions (for example EU/IFI) will be considered an asset;

· Experience in environmental Impact assessments and spatial plans will be considered an asset.
