Job overview:

Regulatory Affairs is a sub-function of Compliance and is focused on providing a shared service to other areas of the Compliance function. Regulatory Affairs roles aim to ensure a sound relation to dealings with regulators or regulatory developments affecting the Bank.

The Regulatory Affairs Manager is a risk management role that has a remit and responsibilities, which include and are not limited to:

-Regulatory Engagement: delivering proactive and more consistent management and oversight of regulator relationships.

Regulatory Development : identification and oversight of upcoming and in train regulatory developments, supporting the Bank to address regulatory change. Monitoring all regulatory change, rules and monitoring how they are managed and how they apply to the bank, implementation, regulatory committee, where they present changes in all kinds of matters.

Management of financial regulations, for the part of regulatory requirements for banking functions, inspection visits and investigations for the authorities that require, coordination and monitoring of interviews and follow-ups

Principal Activities:

Review of the current compliance operating framework and changes to the new program

·
Interaction with all the local HSBC line of business and global team

·
Management in the transformation program, in order to be aligned to the Changes of Financial Regulations

·
Support maintenance of the portfolio of regulatory development and change themes, to be agreed as the demand requires. Ensure the effective hand-off to the Risk Stewards to enable them to provide 2nd LoD oversight of implementation of regulatory change.

Ensure effective communication of the range of regulatory themes within the remit of Compliance and agreed Risk Stewards

·
Support consultation responses, lobbying and wider industry discussion and similar work in relation to material regulatory developments.

·
Ensure production and delivery of appropriate Management Information and reporting is provided to key stakeholders across the Bank as it relates to the risk of ineffective response to regulatory change.

·
Discharge the relevant accountabilities as set out in the Group Standards Manual and Compliance FIM.

·
Support for the first and second line

·
Prepare action and monitoring plan

·
Ensure that the respective Regulator's agendas and requirements are understood, communicated and fulfilled, with the purpose to implement execute the proper Risk control and management in the Group's engagement

Provide other ad hoc administrative / support tasks as required

Desired profile



Qualifications :

Knowledge & Experience:




·  Regulatory process from a broad set of regulatory sources.
·  Significant experience of working with a wide range of stakeholders, including senior management at HSBC and senior external contacts.
·  Significant project, operational and people management experience
·  Continuous improvement and change management experience

· Strong understanding of :

· Regulators and their agenda / approach

· Regulation as applicable to a systemically important financial institution

· Complex organizations and governance structures;

· Coordination of processes; and

· Stakeholder management

·  Excellent interpersonal skills: ability to negotiate effectively and influence others
·  Excellent time management skills, including the ability to handle multiple outputs simultaneously
·  Ability to work in a fast-moving, high-pressure environment.
·  Strong analytical skills with a regulatory and financial regulation background.
·  Bilingual English level required
·  This role is client facing so highly developed people skills are required
