Role Purpose

· Financial Crime Threat Mitigation (FCTM) focuses on the specific financial crime threats the firm faces now and in the future, pioneering the techniques and technology that protect our business, our customers, and the many communities in which we operate from the damage associated with financial crime. FCTM harnesses intelligence, analytics, technology, investigation, information sharing, and public-private partnership to achieve this end, always seeking the most effective and efficient means. FCTM is also partnering with Financial Crime Compliance to build the case for a more efficient and effective regulatory approach by defining a potential new regulatory landscape based on practical, tested innovation and serving as a thought leader in the ongoing public debate on the future of regulatory compliance, transaction monitoring and fraud.
· The Product Management team ensures that essential systems and data are available to enable FCTM to conduct effective and efficient investigations and analytics. The team is proactive and future-looking, shaping financial crime technology and promoting its adoption across Financial Crime Risk (FCR).
· The role holder will be responsible for the identification, analysis and implementation of requirements for new capabilities used by FCTM and GRA, and providing the tooling allowing technically capable users to assess and analyse financial crime and reputational risk for all of the Bank's clients leveraging datasets in the tens of billions of records using Python, SAS, Hadoop, R, Matlab and Jupyter against a significant sized Hadoop cluster and eventually cloud technologies.
· This will require close and productive working relationships with the IT platform team, FCTM and GRA (Group Risk Analysis) on a Hadoop a platform serving hundreds of analysts and wider non-technical stakeholders.
· The role will be based in London, but may require occasional nationwide or overseas travel.

Major Challenges

· Identifying and driving enhancements to the FCTM Technology suite to drive greater global operational effectiveness and increase the return on investment
· Developing and maintaining strong and productive relationships with a diverse set of customers and stakeholders
· Using the technical and business knowledge to formulate actionable solutions to problems or identify new opportunities to enhance the system
· Rapidly developing an accurate understanding of highly complex tool intelligence analytics tools, including multiple data feeds, network analysis logic and algorithmic scoring models
· Developing a large body of contextual knowledge on wholesale banking sectors and retail transaction monitoring, as well as the specific financial crime risks associated with them.
· Participating in providing the platforms to facilitate the transformation of transaction monitoring away from an event driven to a contextual driven model to fight money laundering and fraud.

Role Context

· Transaction monitoring and financial crime detection in HSBC is undergoing a change in strategic direction concentrating on fighting financial crime rather than the traditional event driven monitoring. This is an analytics-first strategy, dependent on the tools, techniques and technologies which the roleholder will help to drive. To enhance agility, the bank needs to be able to bring these models more quickly into production through automation which ties in with the bank's devops-led technology strategy. The post holder will be responsible for guiding, advising and, in some cases, demonstrating the principles as prototypes of some of these technologies in a fast changing technology environment. The post holder must be able to work comfortably within a fluid and developing framework. The role holder will be expected to demonstrate considerable entrepreneurial spirit to obtain the necessary knowledge and identify and realise opportunities. The role holder will be subject to sensitive, and therefore risky, information and must exercise sound judgment in protecting it and must adhere to all relevant rules and regulations.

Role Dimensions

· Due to the nature of the role there is limited direct financial responsibility. However, the largest fraud/financial crime events in the wholesale banking environment (e.g. Madoff, Stanford, Parmalat, Enron, etc) have the potential to result in losses of billions of dollars, so the indirect financial impact of the role is highly significant.
· The savings presented by the opportunity to rethink transaction monitoring present particular savings in the context of the significant fines levied across the industry and against HSBC.

Management of Risk

· The role itself involves risk management and the role holder must show strong leadership in this area by continually reassessing the operational risks associated with the role, taking account of changing economic, legal, technological and regulatory environments and adhering to all procedures and practices.

Observation of Internal Controls

· The jobholder must adhere to all relevant internal controls and should be able to demonstrate a flawless track record in this area and ensuring that the tooling developed.

Qualifications :

Knowledge & Experience / Qualifications

·  Knowledge
· 
Strong knowledge of the external environment – regulatory, political, competitors etc.

Understanding of at least one of the following languages for data analysis and an awareness of others: Python, SAS, R, Matlab.

SQL skills or a demonstrable ability to learn SQL quickly from previous experience.

Working knowledge of either Hadoop, a cloud platform for data analysis or another modern analytics platform at scale.

· 
Basic understanding of the challenges of distributed data processing.

Basic understanding of the principles of Machine learning and statistics (desirable)
