Position Description
CGI Federal is seeking an experienced senior business analyst with Federal Financial Management, Federal Procurement, or Federal Budgeting experience to fill the role of a Product Owner on the Momentum Solution Development team. In working with a Product Manager (PM) and Solutions Architect (SA), the PO understands the high-level intent of a feature, breaks it down into user stories, and works closely with the development team to introduce the feature into the software. As a leader of their Agile team, the PO helps steer the team through PI and sprint planning, prioritizing the backlog, and demoing the completed components to both peers and clients. A successful PO is organized, detailed, flexible, and actively works to drive the solution to a higher quality standard. The ideal candidate will have experience working as a senior business analyst or Product Owner in an agile model with a passion for software design and realizing customer objectives by delivering business value. Candidate must demonstrate a strong knowledge of the federal financials, procurement or budgeting.

Your future duties and responsibilities
As a full time member of the Program & Product Management team, the Product Owner works with subject matter experts and other stakeholders to methodically break down features into manageable chunks. The PO manages their team not only in shaping the end product and defining their workload but also by directly contributing to the success via testing and quality control. The PO understands high-level scope and works to ensure their team understands and shares the same vision. The PO’s main responsibilities include working with a PM, SA or other SME’s to understand intent of the initiatives, break down epics into user stories with clear acceptance criteria, manage the team’s backlog, and deliver quality products in accordance with solution development standards. The PO contributes to the overall quality by writing clear and well thought out user stories, encouraging their team to discuss the scope and closing out stories by assisting with testing, documentation and other quality control means. As the voice of their team, the PO is focused on ensuring their team stays focused, motivated and raises concerns to PM and senior management as appropriate.

The PO role requires an individual with strong collaborative skills with a systems thinking mentality who can work with technical and nontechnical stakeholders to continually ensure their team is executing the highest priority, value added work. The PO:

Shapes and executes product roadmap by:
o Coordinating with Product Manager (PM) and Solutions Architect (SA) to fully understand the desired features of an Initiative and various Epics.
o Shaping the solution by innovating and providing system experience that is further discussed with the PM/SA and the entire agile team in order to achieve a more rounded solution
o Breaking down Epics into meaningful pieces and establishes detailed and clear Acceptance Criteria for resulting User Stories, Tasks and/or Bugs.
o Focusing on quality of the delivered work products over quantity by validating that work items ready for approval fully meet acceptance criteria and have the appropriate, persistent acceptance tests and overall, comply with the Definition of Done.
o Helping produce and ensure quality release documentation, updating the requirements repository to maintain a single location for how the system operates, and documenting design decisions (the “why”) certain decisions were made.

Leads their agile team by:
o Actively participating in and contributes during program and team meetings such as PI Planning, PO/PM Guild, Daily Scrums, Sprint Planning and Grooming, Sprint Reviews, Sprint Retrospectives.
o Working closely with the Scrum Master to identify and help mitigate team impediments. Takes initiative to escalate issues to management and helps assess their impact on the ability to deliver during a given sprint or PI.
o Becoming the voice of the team, proactively reviewing backlog and raising concerns about ability and confidence of delivering based on teams’ velocity and expected workload.
o Fostering a collaborative environment and encourages the team to come together, discuss a design approach and is open to various suggestions or improvements
o Supporting the PM in communicating with account teams and/or customers as needed.

Required qualifications to be successful in this role
• Domain knowledge in Federal financial management, Federal procurement and/or Federal budgeting
• Minimum 3 years of experience as a Product Owner or similar role
• Demonstrates initiative and strong attention to detail
• Good knowledge and insight into different phases of the software development lifecycle
• Top notch organizational skills and ability to work within processes.
• Team player with the ability to adapt to changing priorities and goals.
• Ability to translate and articulate business needs into software requirements/User Stories, often of a highly technical nature.
• Ability to work closely with technical leads, engineering teams and architecture stakeholders for technical issues, architectural considerations and engineering assessment of product goals.
• Ability to understand complex business needs and translate them into detailed, executable requirements
• Skills in writing customer-centric documentation (user stories, online help, release notes) for the product backlog.
• Strong emphasis on teamwork and close collaboration across all roles and functions
• Ability to provide appropriate and informed guidance and business direction, and break down complex problems into actionable steps that drive product development.
• Ability to groom the feature backlog to enable accelerated software development while ensuring coordination across teams and alignment with stakeholder expectations
• Excellent communication skills and understanding of the agile software development principles.
• Strong presentation and leadership skills.
• Strong analytical, problem solving and diagnostic skills.

DESIRED QUALIFICATIONS
• BS/BA degree.
• 3+ years supporting Momentum® or a similar ERP
• 2+ years of experience as an Agile Product Owner
• Agile process experience in organizing and guiding teams to succeed.
• Knowledge of user experience design and/or demonstrated influence on improved UX.
• Experience with Agile frameworks like Scrum, Kanban, SAFe.
• Experience working with a remote team.
