Major Objectives

The Outsourcing Expert is part of the Center of Excellence on Extended Workforce to allow AXA make MAKE - BUY - BORROW choices i.e. implementing consciously driven sourcing decisions against each category, linked to business strategy and evolution of market / world of work.

The Outsourcing Expert is responsible for developing and maintaining holistic Procurement Strategies and Outsourcing guidelines for the considered Category. These strategies result from a deep understanding of (i) the Outsourcing landscape (internal and external) (ii) the market trends and (iii) associated risks as Outsourcing is highly regulated.

The successful candidate will interact in a collaborative way across Procurement Community governance to steer transformation on the perimeter.

The deployment of such strategies and guidelines should allow significant benefits: from innovation for business, reduced risk exposure, to cost reduction.

· The Outsourcing expert develops and maintains professional working relationships with internal and external stakeholders:
· Senior Executives internally and externally
· Key Business stakeholders
· Senior Procurement experts and local CPOs and teams

Main activities

The Outsourcing expert is responsible for:

· Strategy design and implementation : Design and implement a global outsourcing strategy based on the current outsourcing landscape (internal and external), the market trends and the regulatory requirements.

· Outsourcing Governance : Define the Outsourcing guidelines in coordination with the Risk functions. Animate the community of CPOs and buyers across entities on the domain to ensure a proper awareness and an alignment of Outsourcing practices within the entities. Implement actions to increase the skills and knowledge of the community. Develop tools and methods to increase and align the Outsourcing expertise at Group level. Support transversal & transformation initiatives.

· Market knowledge : Keep abreast of market and vendor trends, detecting disruption in the market and vendor strategies to anticipate and mitigate risks as well as seize opportunities. Market scouting will allow for a dynamic refresh of our supplier ecosystem, allowing for innovative approaches: new ways of working, new geographies with talent pool, new sourcing approaches.

· Spend optimization : Support AXA's strategic plan in achieving expected savings. Carry out spend analytics on Extended Workforce categories, with a focus on outsourced services, to identify efficiency opportunities aligned to Business needs. Execute action plans to deliver the expected savings.

· Procurement process: when the Outsourcing Expert will be leading or part of a sourcing process, he/she will make sure the Procurement process is respected, considering the right stakeholders at the right time, including Risk framework, Legal, Data Privacy.

· Key Vendor Management : Implement a Key Vendor Management approach on the perimeter to maximize the value delivered by the vendors, as defined in the Vendor Management Framework. Measure performance, identify risks, remediate potential issues and escalate accordingly. Lead or participate in the reviews of key vendors together with Key Vendor Program Manager.

· Outsourcing guidelines approved by Risk function and well known by an active Outsourcing community
· Accurate AOGS report

Qualifications :

The Group Head of Extended Workforce will work in a global - yet decentralized and multi-cultural work environment

Technical and professional skills
·  Knowledge of sourcing across multiple categories and geographies
·  Forward view and ability to anticipate major evolution of needs and markets
·  Evidence of strong analytical skills
·  Leading end to end Sourcing exercises for Group efficiency initiatives (analyses, negotiation, project management)
·  Highly commercial in approach. Skilled negotiator
·  Practical, hands on approach to get results
·  English - Fluent in speaking and writing - another European language is a plus

Soft skills
·  Relationship management skills – internal and external
·  Influence, convincing skills vis-a-vis peers and senior stakeholders
·  Change leadership, promote and drive changes without hierarchical relationships
·  Ability to deal with very different personalities at various seniority levels and various organizations / countries / cultures / professional families
·  Strong leadership communication skills (presenting in various Boards at group level)
·  High ethical standards regarding the Procurement environment (RFx processes, SRM, CSR) - Capability to coach and train buyers

Experience
·  Graduate calibre with significant domain related experience (>12 years)
·  Solid experience of working in an international and multicultural environment
·  Knowledge and experience of conducting outsourcing deals is preferable
