Our client within public sector is looking for a Payroll Technical Officer to join their team based in Lewes, East Sussex. The role pays £13.33/hour (PAYE) and offered on a 6 months contract basis working Mon to Friday, 37 hours per week.

The Payroll technical officer will:

·  Support colleagues in delivering an accurate personnel and payroll service paying approximately 15,000 employees on a monthly basis across 20+ employers affiliated to the County Council

·  Provide expert up to date knowledge of payroll aspects, including the implementation and communication of any new legislation

·  Ensure that the payroll system meets the requirements of any new legislation so that the system performs accurate gross to net and taxable benefit calculations

·  Carry out extensive user acceptance testing of the payroll system following implementation of software upgrades and annual legislative updates released through support and enhancement packs

·  Liaise with the systems development team to request configuration changes, having translated contractual policies into technical specifications, and perform extensive user testing of these changes

·  Undertake eP60 testing through a third-party website following annual updates

·  Support continuous improvement initiatives on payroll processes, identify service improvements, and assist in implementing and progressing these improvements

·  Perform monthly and annual pre and post payroll reporting, reconciliation and payment generation required by internal and external parties to meet contractual and statutory deadlines - including but not limited to payslips, P45s, P60s, P11ds, BACS files, posting to finance, RTI, auto enrolment, pension scheme service returns

·  Undertake regular reconciliation of the Government Gateway Dashboard to minimise risks which could lead to financial penalties and damage employer reputations

·  In depth knowledge and understanding of RTI, Auto Enrolment, Taxable Benefits including payment of Class 1A NICs to be able to respond to customer following complex queries

·  Ensure statutory deadlines are met and up to date legislation applied

·  Assist manager in advising colleagues and customers on payroll and pension matters

·  Knowledge of migrating external employers onto payroll following change in payroll provider

·  Deputise for manager and cover for absence of both manager and senior payroll team members

·  Create and maintain departmental procedure documents

·  Resilience at the higher-level area of the department

·  Data migration of employees when employer transfers to our payroll; payroll transfer of employees from schools to an academy

·  Assist with research, analysis and reporting of information, complete surveys, statistical returns,

·  Represent the team at internal working groups, meetings and project teams as required.

·  Assist in the production of guidance notes, policy and procedural documents and other written communications, Intranet and website material.

·  Support Academy customers with the production of the End of Year Certificate for the Teacher's Pension Scheme and assist with queries from external auditors.

·  Assist with the completion and validation of the End of Year Certificates for the Teacher's Pension Scheme for ESCC and assist with queries from external auditors.

·  Support new Academy customers through the conversion process and collate the data required to set up new employer areas on the payroll system. Provide support to the payroll team in issuing monthly payroll cost reports to all Academy customers.

Required Experience, Skills and Qualifications:

·  Have worked in a payroll environment

·  Working knowledge of PAYE and payroll regulations, procedures and systems

·  Able to effectively organise own workload to meet deadlines

·  Able to prioritise, meet deadlines and work effectively under pressure

·  Good communication skills both written and verbal

·  Decision making and problem solving

·  Build positive relationships with colleagues at all levels and departments

·  Accuracy and attention to detail

·  Understand the confidential nature of the data; GDPR

·  Excellent Word and Excel skills

Desirable skills:

·  Membership of a professional body such as CIPP

·  Qualification in payroll or HR

·  Excel formulas, VBA and macros

·  SAP
